Report a translation problem
Maybe it's something you can do after all the other quests, before you leave for the island. Getting blasted with pale emissions and exposed to the sounds from the 2mm hole in the world seems like it might maybe count as being shifted towards the pale. And if each of those is a dialogue option and each dialogue option accounts for 23 seconds, one more would make 69. (Nice.)
Just my passing thoughts.
Good thinking! It's worth a try. I'm still on Day 2 of hardcore but planning to play through tomorrow and see what happens.

This happens when interacting with the broken glass on the church. So maybe it has something to do with Dolores Dei, or the church. (more on this after second screenshot).

This dialogue appears among many when you ask titus for Ruby's location, and its something about radio frequences. Just in case: i interacted with ruby's lorry before and found that she had all this radio stuff inside it, so that might be important.
Now, my guess is this. The book you guys talk about in the post (which has the same symbols as the achievment) seems, based on its description, to have SOMETHING to do with radio waves, which actually connects both screenshots.
Both when you meet ruby and in the church, we have "radio" and "transmission" related themes, so maaaaaaaybe the book appears on some check in one of these scenarios.
Even so, both areas, while connected to the same themes, they are kinda the opposite. While you are in the church, you investigate "the silence" and when you actually make it happen, everybody ask this to stop.
BUT when you encounter Ruby, the noise doesnt let anyone move or do anyhing and you make it stop too.
Both areas and scenarios are antagonist in "sound related" matters, but they both have the same ending sort of speak.
Soooooo maaaaaaybe the book is obtained through out one of this moments and maybe it has an effect on the other.
So my guesses are:
The book might be achievment related but not neccesarily has to be the achievment goal. Maybe you just need it to get some quest done and then the achievment pops up.
Maybe in those scenarios you get some Dolores Dei Appearence of some sort, some dream scenario like the one at the end of the game , and thats why you "Phase-shift", because you temporarily get to be "in some other place" even if briefly.
If i would take my screenshots way too seriously, it would kinda make sense, since Kim says, and i quote:
"After the world, the pale; And after the pale -- the world again"
Some more on my theory, this is all when talking to Ruby, and she uses the word "pale" A LOT.
She also kinda explains what that is (sort of at least).

And what for me is more interesting achievment related: "literally crunch the distance across it"
This last sentence might be connected to the "phase-shift for 60 seconds" part. Like going through the pale during 60 seconds, which would be some sort of "short" passage, or "crunched" passage between 2 points.

Also important maybe?: "its a bit like waking out of a very confusing dream"
This last bit for me is huge because if my theory is somehow correct: Dolores Dei appears in a dream AND in the church, the only other place where radio frequences really do matter. In fact, the woman in the church doesnt have a proper name for "the silence", so, it might just be "the pale". This means that maybe by forcing a lot of pale lattitude compressors, you can force the grid into the pale, and somehow "access it", or it makes you feel like you are "in a dream", or maybe the dreams happens after being in the pale for 60 seconds.
ssssooooo maaaaaybe you need Ruby to stay alive (there are 2 ways i think for doing that) and somehow make her go to the church and with that other woman they "force the radio signal grid into the pale" or something of the sort.
No clue if you would need egghead and the crew, but my guess is that it could be possible since you need more plae transmitters for the radio signal grid to work.

its actually interesting that you dont need to finish he hardcore mode to unlock it (since no one has the finishing the game achievment).
So maybe its an early to middle game achievment?
the guy told me he doesnt remember how he got it since he was playing other games while playing disco aswell. and he also noted that he was not in hardcore mode when he got it.
he told me he can send the files if anyone wants to check.
edit: he also noted that his current state was that he has to confront titus.
any specifics on which confrontation with titus? like for the first time or when you need to get rubys location?
