Report a translation problem
The four interactions were easy to acquire all on the very first day. Set your character to 4/2/2/4. That's 4 points in INT and MOT, 2 in PSY and PHS.
Dump as many skill points as possible into Encyclopedia and Interfacing. For this achievement, you're going to need the passives from both in order to trigger additional dialogue. I had 8 in both when I completed this achievement, and it's probably possible to have less with the right clothing on.
Speaking of clothing, get the D. Mullen's Hat from the bookstore's daughter (gives +1 Encyclopedia). Also, get the yellow Gardener Gloves from Lizzy (gives +1 Interfacing).
Easy skill points early on for me were finishing the Doomed area (behind the bookstore) and talking to the Dice Maker. Joyce gives a boatload too (no pun intended) when you exhaust the "get a reality low-down" and political commentary.
Once you've earned enough skill points and have the right clothing, interact with the following:
1. In Kim's Kineema, exhaust all options to interacting with the internal mechanisms' of the car. I had the achievement pop when I smoothed my hand over the gear lever, so this definitely counts.
2. Tommy, the guy who sings poetic stuff and leans against the FALN truck, has a dialogue option to talk about his van. You need to actually talk about the FALN truck itself (the specific model) in order to progress this achievement.
3. There is an Antique Brown car just next to a broken statue, near the Paledriver old lady near the protest area. Interact with the blue orbiting orb first, and continue a internal thought that ends up becoming a conversation about the car's original color (blue). Impress Kim.
4. The industrial crane is the last interaction. You reach this by entering Cuno's shack by a motorics check on the door. Go up on top of the shack and reach the edge of the concrete roofing area near the doors. You can interact with a RCM coat that is flowing in the wind, and nerd about the crane. You need to have a high enough Encyclopedia to actually talk about the specific make and model of the crane to impress Kim - only this dialogue option satisfies the achievement.

I can't imagine, what other reason can be, that I didn't get it. Because I did all above.
Yes that is the reason because Blue is the classic car color. If you got the full story a man was killed when he painted his car brown. I unknowingly did the exact same thing.
You can do a save right here at this point, go back and redo just for the achievement, and then continue on with your best save point if you have already done other things. The car achievement is pretty much a stand alone thing.
