How do i get the signatures?

So the old lady refuses to give one. I don't have that skill leveled so i can't compete the skill check. Also one of my other skills said that i might "do something about it" in my room - but when i interact with a letter in any of the rooms, it shows only one option - to look at the zoning plan, and then close it. I tried to click on all active spots in both rooms i have, but they give nothing. So i am stuck if i cannot level up a suggestion?

Interact with the envelope, having a pen in your inventory? I've always convinced her to sign, so maybe someone can confirm that.

Hm... where i get the pen then? Previous time i borrowed it from Kim, but it seems like i can't do that anymore.

There's only Kims pen or you can get one of the lady in the wheelchair. If you have neither of those, you either need to savescum the check or complete that task another playthrough.

You can get the pen from the Cryptozoologists Wife at Whirling in Rags.

You can also examine the letter and have Doom Spiral sign it off instead :D

You can borrow a pen from Kim when you write up the case in your ledger. Not sure you can get it from him any other way. Alternatively, Lena will give you her pen if you tell her about your memory problems and then do well on her questions about the world.

First, there isn't a single dialogue line with Doom that could help me forge. I tried them all.
Second - Lena is gone because i finished the quest, she ride off somewhere.

^^ Ah, okay. Thanks. Do they ask you for anything else in return? If you give them your pen, they just keep it.

You can't forge the signatures without first realizing that the contract is a ploy to drive out the villagers, which is the Logic check when you interact with it. Talking to the old woman and fisherwoman about it gives you a bonus to the check if you haven't already succeeded, I think. After that, you can either forge the signatures yourself or just ask the homeless guys to sign it.

Hmmm... it would be nice if you could get a pen another way, like buying one at Frittte or the pawn shop for a few cents.

Did you interact with the document first? You need to do so in order for the quest to be updated.
