I talked to everyone, bought up everything, been everywhere but the island and did not see even a single hint about this or something even resembling a brush. I found some fuel canister that went into items section but nothing to paint with.
Also, after the tribunal Cindy is missing. I guess this task cannot be finished now?

the other way involves physically threatening her to give it to you. You might not have had enough points for that option.

I can't remember where I picked it up but it isn't paint but a canister of dyed red petrol.

i lucked out and passed the check, cindy then denies me the brush, but there's a way to get it still. Authority (mines was 3 and PI was 2) tells you to take a more direct approach, so you can run up to her on the balcony and get it directly - might be related to the conversation branch where you respond and say you think her graffito is "hooliganism".

I failed the check and got the brush becuase I made her feel sorry for me :)
