SEARCHLIGHT not popping up

So I was super duper careful to talk to the working woman, and then ask village fisher woman liliene about missing cryptozoologists, missing husband.. and then asked if her husband was murdered. I was really hoping to get a real boosted perception. any advice?

I did this and she made a comment about my inquiries, and that's it when it popped up.

I haven't been able to get this thought either, anyone have any more specific advice than I can find in the guides?

I'm pretty sure you need high perception and authority to get this to proc.

this second time I was sort of running around to get thoughts more than anything else. I didn't have option to look for ruby yes. I am gonna wait to talk to her later in game next time.

Most likely high Perception. I've never had high Authority and got it.

For anyone else like me who shows up here looking for help:
1. You need to have advanced the main plot far enough that you have the task to talk to somebody about the murder who may have been in the fishing village recently. I believe this requires you succeed at the 'Convince Titus Hardie he's being manipulated' check.
2. You need to have spoken to Lena about her missing cryptozoologist husband and accepted the task to look for him.
3. You need to speak with the Working Class Woman about how her husband must be missing. Then, with an Authority score of at least 2, go stand near the drunk man who hangs out by the bookstore. Authority will talk to you about how this man must be her husband. Go talk to her again and she'll reveal that, while the drunk you found by the bookstore isn't him, her husband actually has been missing for around 36 hours. Accept the Find Working Class Husband task.

Once you have all three tasks, go talk to Lilienne in the fishing village about if she can help you find them. Once you've asked about all three she'll remark on how you're searching for a lot of people. After that you'll gain the Searchlight Division thought. Note that finding any of the people from the tasks removes the option to ask Lilienne about them, so talk to her first. You do not need to talk to Lilienne about her sword and her own dead husband to get the thought.
