Bugged skill roll on Dead Body on the Boardwalk quest?
At the end of the quest, when reporting the body to Billie, on the Empathy check it requires 17 but I'm rolling in the high 20s and it's still failing. I've tried reloading a save a couple of times as I clearly ought to be passing, so I assumed it's a bug, but I can't figure out if it's actually a sneaky enforced failure for plot or not? Anyone else seen this?

i just wanted to say, it's the middle of the pandemic and i hope you both are ok, and also, finding this answer to this question just rid me of HOURS of frustration over why i kept failing this check.
