Do everything. You get dialogues, XP rewards and occasionally unlock further opportunities to talk to characters.
Doubtful. It may be possible, but you'd need to take a very specific set of thoughts and play a certain way and it may be possible to buy it near the endgame. It's likely just there as a teaser though.

He doesn't take the armour. There's also the Hobocop and the ultra-liberal thought that gives you extra money for tare and liberal dialogues choices, so i suppose it *might*be possible.
Maybe it's a thing where you can talk him down with a high enough passive.
