^^ You're going to need to pass that Legendary Empathy check, for a start. You've probably already noticed that, along with all the swearing and grandstanding, Cuno is interested in art and deeply interested in what you find out during your investigation. Doing the autopsy in front of him and finding the bullet in the courtyard will give you bonuses to your check, among other things.
You can, however, set Cuno on the right track by:
Passing the Empathy check to 'figure out what's up with this kid'
Explore his home and deny him further use of/access to amphetamines
Encourage him to explore his artistic side (requires CONCEPTION)
Recruit him / be recruited by him as your new partner if *something* should happen to Lt. Kitsuragi
Some dialogue options will encourage him away from the lifestyle path he's on, you won't see the long term consequences in the scope of the game.
First, you have to pass the empathy check and get Cuno on your side. That shouldn't be too hard, I was able to do it both run-throughs of the game. Then, Kim has to get shot in the chest during the showdown. You wake up with Cuno, who explains Kim is in the hospital. Cuno decides he is going to be your sidekick. You complete the investigation together and convince your Precinct to strongly consider taking you back. If they more or less act like they're going to, you've done it. At that point, Cuno butts in and starts to ask what's going to happen to him. This is when you have the chance to enroll him in the teen academy program. You need to convince your partner (who is salty) to let Cuno come in early. I'm not 100% on the dialogue options, but just be really respectful of your partner and Cuno and you should be able to make it happen. Hope this helps.
