I guess you can define your char as such at least, there is a gay character that you can be infatuated if you so choose, I didn't follow this thread, but Kim seemed jealous(or just angry about me delaying the investigation with my shenanigans). Also I think you can scream that you are a ♥♥♥♥♥♥ to the kids after the keep calling you that.

So yeah, I think there is plenty of gayness to be pursued if you choose that path, how complex it is I don't know though.

You cannot 'hook up' with anyone.

There is a 'gay option' if you:

Meet the smoker on the balcony, go through his questline to talk with his witness and then speak to him again later in the Whirling-in-Rags, depending on what dialogue options you choose you will unlock a THC thought 'The ♥♥♥♥-Sexual Underground'. Internalising that thought stops your character from sexualising women and suggests that you have discovered your own latent homosexuality.
