Items that give +1 to Thoughts?
I have a few items, like shoes that give +1 to Indirect Modes of Taxation, or pants that give +1 to Kingdom of Conscience. They don't seem to do anything when I put them on.
What are they for?

Theoretically they open the possibility to research thoughts after some time of wearing them.

From the way the dialogue popup sounded, I got the impression that it was just +1 point to Ultraliberal/Moralist/Capitalist/etc, one more point toward that thought. Do they do anything once you actually have the thought already? They seem like they should.

I have one but I apparently opted out of the thought earlier, and these pants still seem to do nothing for me. (Still better than the ones I had on earlier.)
