Should I? She had this last minute theory that screams LIAR but then not doing the thing might lead to other options down the line.

You can play it however you want to. Kim thinks you should arrest her. It has no long-term ramifications beyond what you think the right thing to do is.

Despite the runaround, if not for her, you might never have found the real killer, and your investigation uncovered things that arresting her alone wouldn't have told you, things Klaasje didn't know herself.

If you don't arrest her she takes off before ♥♥♥♥ hits the fan, but in the endgame you can get a Shivers vision that seems to indicate this was probably a good choice.
