Boardwalk and Island

So I'm trying to do the quest where you gotta investigate the possible firing points for the merc's murder .

I've found Land's End and checked that, but I can't seem to find the correct Boardwalk nor find a way to get to the island. The island I'm not too worried about since I'll probably have the lady with the boat take me there later but I've looked at 3 boardwalks so far ( the one at the fishing village, the one where you find the dead drunk, and the one where you meet the boat lady ) and I haven't got an option to investigate any of them.

So, question is:

Where is this 4th boardwalk!?

You can't progress that quest till you get further in the game following the story.
