Got all but stuck due to some amazingly unlucky rolls just all over the place and an already full cabinet, but learned that lesson at least for my next attempt slash character.
Oh, yeah. Totally. Stuffing your own foot into your mouth is part of the charm of this game.
Again, in my case I had one of those rotten streaks, and locked myself out of half the dock district while also having vacuumed up near all XP I could find. So kinda ruined that character for me, but I could probably have pushed on if I thought it worth it...
But honestly, I'd rather wait for a patch or two more and then reroll. Just don't want to add that much buzz kill to my first playthrough, you know?

If you need money, research "The Fifteenth Indotribe" as soon as it unlocks, and "Indirect Modes of Taxation.", both give you bonuses that award you more money.
Though you definitely want to threaten to arrest (and succeed at it) the Hostel manager at the start of the game, as otherwise the price for your room is insane and I'm pretty sure impossible to pay. Don't sneak away when he talks about how much you owe. Pay him prior to 21:00 (There's game breaking bugs involved if you can't pay. I'd rather give this spoiler out then have people lose hours of progress. For instance being unable to sleep anywhere at all and time no longer advancing...)

There is no right, correct or best way to play the game. It is Disco. Go with the flow. Everything is viable. Only be carefull to have enough money for the first two days, or threaten the cafetaria manager or talk to the lady at the boat in the north to beg for money. On wedessday you can get a new room to sleep for free.
The Dumpster nearby is important.
Fixate on doing police work on that corpse first, "deal with it" and then explore.
The cop-car is a great asset.
Talk to your partner. Especially if you are ♥♥♥♥ out of luck.
Keep certain tools in your hands to open up certain interactions - you can open some containers when carrying a crowbar, for example.
Return to key people regularily to see if there are any new dialogue options.
New dialogue might wait behind questions already asked (and grayed out).
Explore everything, talk to everyone. About everything. You just might have an epiphany.
If you are too broke to afford a room, there are ways to spend the night. The game calls them "you can pass time here".
You can interact with some items. The ones in the "interact"-category. Do that.
"impossible" skill-checks may become easy if you gather further information or certain events happen.

There actually is a way to pay the initial bill, in full. Playing as a 4/4/2/2, I opted to not even attempt to start trouble with him. One of the suggested sources of financing flat-out turned me down, but when it came down to the evening,
I explained my situation to the Lt., who reluctantly informed me that there were some valuable items in the car he'd confiscated earlier. We got them, pawned them, and he gave me the exact amount to pay off the entire bill for previous damages + first night, leaving me with the reduced task of paying the base rent for Day 2.
Yea I've restarted 3 times now and I never got that option, 2 of my saves corrupted basically from the game breaking bugs, I have yet to die from any stress or health related problems. I have unlocked one ending though, involving the gun and not committing suicide shall I say lol.

Yes, either way of freeing up a slot requires a skill point.
For a cautious player, it's probably best to not begin to internalize a thought without having a spare skill point ready to remove it if you don't like the end result.
