Yes I completely agree, it's 100% balanced. My 4 hour stage 71 run could definitely out-DPS his item steal.
(granted he may or may not have had -2.1 billion HP and been extremely hard to do any damage to even with a build that could oneshot maps, but I got that far into the fight and had the win stolen away from me, literally)

Glass is the player's friend. Practice it. Learn to love it. Then carry the shaped glass to Mithrix.

command isn't even necessary. it's just a badly designed boss. "stack glass" doesn't make it fun.

Git gud is not an answer to poor design.
2. Artifacts
Artifacts are a cosmetic to the game, not necessarily part of the core. If your strategy involves artifacts, you're already down the wrong path
3. Gimmick Shaped Glass Build
When you need to use a gimmick like a shaped glass build so you can OHKO, that's a sign of a poorly designed fight
4. Cheese room location
This is a result of a poorly designed fight AND a poorly designed room. The fact that you can cheese the boss from a pillar is already a sign of bad room design but the fact that it's proposed as a strategy means that the fight design is poor since people resort to cheese to deal with it.
The pace of the game comes to a grinding halt and this is really the biggest offender. Your movement, grinding halt. Your attacks, grinding halt. It's just not fun to slow down by 75% in a game where you've been ramping up for 30-60 minutes
The only reason it's so bad and annoying is because he gets to use every item effect that he takes, so something as simple as Barbed Wire or Chronobauble can end your run. Hopoo forbid you've picked up a Tesla Coil.
Once he no longer gains item effects, it'll probably be a much more fair and engaging fight. Though so far I haven't survived phase 4 long enough without cheesing it with artificer, engineer turrets, or bursty dps to skip it entirely to see how it really plays out.
