In theory it makes sense for the main character of a game that's 100% about getting items to be 100% about item synergy, but he's actually not diverse enough for it. He's poor with bands, getting alien head and backup mags on him is a joke unless you unlock the shotgun and grenade.
His gimmick is better suited for an endgame character that's difficult to unlock. I don't think he should be the least reliant on items, but I do think he should be a Mario, as balanced as possible with a good early game, good synergy with every item, and a good late game.
That character isn't Commando, it's Captain.
I understand he's meant to show how important items are to the player's success, but once you've got a handful of the other survivors unlocked it's hard to justify using him over literally anyone else. I just like him for the constant pistol blasting, I never expect to do an amazing job as him.
Seriously, I suggest you load up a monsoon run and try to rush teleporter.
The issue isn't that his burst damage is complete garbage, it's that he has no AOE so either you focus all your attention on killing the grunts or you focus all your attention on damaging the boss. Either way, whichever party you don't focus will kill you. Commando has no AOE outside a crappy grenade (Which is only good against grounded opponents, AKA the ones you don't need to worry about) so he just doesn't have enough damage to go around.
If commando isn't going to have ANY aoe, (Note: Every other character in the game has reliable methods of hitting multiple characters at once.) then he should have the most single target damage.
It is incredibly sad to admit this, but everything indicates that devs indeed don't care about him. Most people find him boring and overly basic, and he is, and still nothing gets done about that. I strongly believe that he deserves an actual rework (or at least his default abilities rework as well as his auto attack change to somehting more interesting).
All in all - he needs a rework
