They stack. 14% is 114%. 30% is 130%. Both together will be 148%, plus red whip is another 30% out of combat to bring it up to 192.6%, so you're going nearly double speed with just 1 of each. (pretty sure that's how it works anyways)
Depends on the character too, most of them aren't moving too fast while attacking so goat hoof will help keep you alive while you kill things.
If you run command, an early hoof and drink will speed up the early game significantly, the faster you move, the faster you can get to chests to get stronger.

I always prefer goat foot, since you generally aren't sprinting during combat. Unless of course you main the huntress.
Because why not, really. It benefits all of your movement: walking, running, strafing, backpedaling, jumping, etc, whereas drink only affects running and nothing else. Plus, during combat you typically can't run anyhow unless you're someone like huntress who can run and shoot at the same time. If you're ever in a situation where you have to choose between hoof and energy drink, then the latter is typically better, yes, but I don't believe there's ever a reason not to pick up hooves when you find them. Off the top of my head, I know the robot character can't sprint while using his alternate R ability, so I guess there's that if you want to find a specific example of when hoof would be better.

is it even worth picking energy drink if you aren't playing huntress?

Yeah you always want to be sprinting as much as you can, other characters can also take advantage of sprinting and attacking at the same time as well.
