Again if I'm misunderstanding what the scrapper/scrap is then please let me know, knowledge is power.
The "x items" for 3d printers and the pools are color coded. For example, a white 3d printer needs white items, and won't take green items, even if you have green scrap. I haven't experimented with the pool things in terms of scrap yet, but that is likely what you saw, the thing you used was asking for green items.
But the green item trader only accepts white scrap. The red item trader only accepts green scrap.
The red scrap you had does not get used by item traders. As someone said, it can only be used in a red 3d printer.
Sadly scrap isn't just a trade value, it is basically only another item of that color rarity. It is just used before actual items when items of that rarity are taken by any printer or trader.
It's been fixed though.
Seems to be used Dio has it's own color, which doesn't have even cosmetic scrap corresponding to it
