Is fuel cell broken/bugged?

The fuel cell gives me an extra use of my equipment correct? So if i have 3 fuel cells i should have 3 uses of the equipment right? In my case, i was using "the back up" --where you can call 4 drones, but i would only get 1 use of the drones and then would have to wait for the timer. But every once in a while, it would show a 2 above the equipment slot, and then i could call the drones 2 times (for a total of 8 drones). I actually had 4 fuel cells that round, but never got more than 2 uses of the drones? am i not understanding how the fuel cells are supposed to work?

worked fine for me had four fuel cells, so i had 5 charges of my active item

Should work but it takes long to charge stacks one by one % cd reduction adds up but in the end its still like minute+ for each. Mult-I with 2 BFGs on 4+ charges each is a sight to behold though.

You still have to wait for the recharge timer to go through. So if you have 4 charges, use one>3 charges left, and in the meantime it recharges to 4. If you use another charge>down to 2, and then it's recharging to 3, etc. You saw a 2 above the slot because Fuel Cell was giving you charges, but it never recharged up to 3 or 4, likely because you were using it.

With a printer, you can become a god with the royal capacitor. 4 second-ish cool down with 11.

each charge still had a pretty long cooldown, so maybe you were using the active too much. If I remember correctly fuel cells are multiplicative so they don't give you the cooldown as fast as you think.

Ok, that makes sense, im guessing i was trying to use it too often to let it build the charges.

1 charge normally
3 fuel cells is +3 max charges
now you have max 4 charges
4 uses should yield a mass of 16 strike drones normally
