what exactly does it do? cause I cant see to find a descripton for it

I'm pretty sure it doesn't, but I've only unlocked it (haven't found it yet). I believe that it rerolls all 'bad luck' now. Chests roll for higher quality gear twice, proc chance rolls twice, etc.

56 leaf clover is not in the game. 57 leaf clover is. It's different.

when you loot things you have a higher chance for better drops, the chance is stackable with several clovers you will see many legendary drops

57 leaf clover.

Random effects are rolled 1 (1+ per stack) extra time for a more favorable outcome.

Aka your things like the bonds which are stuck at 8% proc, roll twice giving you TWO chances per instance for that 8%.

gives you a better reroll on RNG, it's a red item now

but it's weird does it essentially give you double proc chances in a way?

As in the effect happens twice? no. What it does is it rolls your proc chance twice and as long as one of the rolls succeeds you get the proc. If both rolls succeed you still only get one proc. This is a huge increase in overall proc chance for all your procs.

essentially what it does is when every you have an effect of any type. whether it is Damage, getting an item from a totem, rarity of an item from a lock box and so on it will give you a second chance. Say you have one pair of lens makers, you have a 10% chance of getting double damage. Now imagine the % chance as a bar with lines going from 1-100. if you get anything from 1-10 you get double damage. now say you shoot an enemy and land on 45, it isn't 1-10 so you don't get the crit. But with the 57 Leaf Clover this changes, it will roll again and let's say on this roll you get a 9. You got within the 1-10 mark so you will get the crit. if you have 2, 3, 4 or more clovers it won't change the out come unless you roll anything other than the favored out come of 1-10. So if you have 5 clovers and land 9 you get the crit but if you get an 11 instead it will roll again until you get a favored outcome (proc of item going off) or you run out of rolls. I hope i cleared stuff up if it wasn't already

It doesn't affect item spawns. All the items on the map are decided when the world is generated, not when you pick them up.

Note the notes section, where it explains that "This does not affect chest spawns, chest outcome, shrine chances nor shrine outcomes. The only item that affects chest spawns is the Rusted Key."
