Of cource, I am trying to launch DMC HD(launcher)
The game needs 2GB because that's how it's programmed and is a very reasonable expectation in this day and age. It uses VRAM to load in the textures, meshes and shader info. Since the textures are higher resolution than the original, it requires more than the original. It requires 2GB because they designed it to work with 2GB or more, and it expects 2GB to be there. When it's not, it can't load everything in to the VRAM that it needs to run. Those numbers aren't arbitrary.
The launcher, okay. I'm asking because most of time people have issues running a precise game inside the launcher.
And I don't think it needs 2GB of video memory, since I managed to run in on a tiny 8240 that doesn't even have a dedicated memory.
But it would have been more simple if you gave me you GPU's model name.
Do you by any chance use Riva Statistic Tuner Server?

AMD Athlon is a CPU not GPU.
But this may be what is causing your problems anyway.
AMD Athlon is a CPU. We were asking about your GPU (graphics processing unit, or Video card).
Even if we find what is causing your issue, you are not going to run any of the three games with this.
I know that the minimal requirements doesn't mean anything but... your GPU is about 15 times weaker than the minimal requirements that is a 760.
Running the launcher is not a matter of power though, I think it has trouble running on non-DirectX11 GPUs.
But even if it would launch, you couldn't play the game with that computer.

There's DMC2 running at 1080p. Not even 512MB of VRAM in use. You could run this on one of those old Crysis cards.
These number are more or less arbitrary.
You can run the game perfectly on way weaker hardware.
I play at 4k, and it doesn't ask more than 800megs of VRAM.
Except that a 220GT is way too weak. It would be playing in slowmotion, even at 720p.
I might borrow a friend's GT 740 and see how things go out of curiosity.
