The reason they haven't made it for Vita is because when they make a game for Vita they have to make the game playable for Vita and then the other platforms. This means that the content and quality of the game are limited by the weakest platform hence why Lost Song had some stuttering on PS4 and Hollow Realization and Fragment had some pop in issues
For Fatal Bullet they didn't want to be limited by the Vita and wanted free reign to use the full power of the current generation of consoles and computers which means in exchange for not getting a Vita release we are getting a game made on a surperior engine with better graphics and a larger amount of content.
In my opinion this is a fair tradeoff.
Hats off to it for being able to keep up with the SAO games so far but Fatal Bullet is just well beyond its hardware and I support the devs decision to realise that to achieve their dream for Fatal Bullet they needed to use the modern consoles as the basis for its development.
The PS Vita doesn't deserve to die however and if it did die I'd only hope Sony make a new addition to the handheld market using everything they've learned from PSP, Vita and PS4 development.
And I own HF, LS and HR on Vita.
Smartphones have been more powerful for years. The Switch has sold more consoles than the Vita in under a year.
