Fighting him at range is plain silly.
I just rushed him and spammed sword attack. It seemed to work for me. I didn't let him create any distance between us.
Also unless they are scripted to aggro you instantly, they generally don't notice you from afar or if not facing you, so it's possible to stealth rush a enemy if you use cover, or even lure them to your cover if they are heading to your direction due to the 'BoB' scanning being active.
A fully charged Vorpal Strike will knock down the opponent and give you a few seconds to finish them off.
