Another option (if you have a powerfull enough computer and patience to set it up) is using VirtualMotionCapture, I'm not sure exactly how this works but I THINK you can use both multiple trackers or a kinect. Here's the only video I know that explains it https://www.youtube.com/watch?v=9a6YPQKFzsE
Edit: I think I may have misunderstood. Do you mean move their legs with your own legs, or move legs automatically? If you don't use full body tracking the legs move automatically.

How do they move? Can they go left or right following HMD's movement?
Yes, the legs will move to move your avatars wherever you move. You can walk 10 meters if you want the avatar will move legs to walk that distance (providing you have a long enough cable for your HMD).
This video is one of my gameplay videos, you can see between songs (maybe in the song too, but the camera angle is placed more to look at the map more than the avatar) my avatar moves the legs even though I don't use full body tracking.

this is full body with trackers, you can see them moving their legs and body very naturally, a set of 3 trackers though cost $300:

this is without trackers, only the head and hands are actually tracked, the rest is animated based on inverse kinematics, you can walk around it just doesnt look really natural, but it requires no extra gear:

you can also setup to use a kinect camera to do full body tracking for a lot less money than the trackers, though it's not as good in various ways.
all of this is through mods btw, the base game doesnt have avatars yet.
with the valve index coming soon, hopefully more easily available and reasonably priced trackers will come before long.
$100 a piece is nuts, for what is basically a controller, without all the controller parts.
HTC is nuts, but the tech belongs to valve and the tech itself is amazing.
