1. Do a clean install of the game
2. Run the game once
3. Install mods using some manager, I use mod assistant
4. Everything works, download more songs or use the old ones if you backed them up.
start from a clean slate, back up your songs but totally delete beat saber and all the mods and run a clean install, make sure you run the game once after the clean install, with no mods.
then just download mod assistant, run it and install all the necessary mods and whatever else you want.
also once you get things working the first time you run the game your old songs will have to be converted since there has been a change in format, just let it run it's course, the mods should handle everything for you.

As a result all issues are gone. Lost performance, song loading, and other minor wonkiness are all gone. Mods dropped me to 1.5 SS and 4xAA now i'm back to 1.8SS and 8xAA with headroom to spare. All my songs are loading. No more occasional stutters while playing causing a miss.
So big thanks to the modders for converting the songs!
Anyone else having issues and not actively using mod features should consider deleting the mods. This also means when the game updates we'll never lose our custom songs again.
