The ORACLE TURRET is Cave Johnson (Theory) MAJOR SPOILERS!
Here is my theory:

As we know, Cave Johnson decides to make Caroline GLaDOS, and succeded, which is is why GLaDOS (aka Caroline) filled the enrichment centre with Neurotoxin, she was angry and wanted revenge, however, she could of punished Cave by turning him into a turret and sending him on the incineration line, with lines such as the "Don't make Lemonade" reference, a final plea for help, as we all know, the Oracle Turret either gets destroyed, left or saved, it depends on your choice! (I dropped it and it is still there!)

Please give responses!

Ahh thats true, but I have two answers for that.

1. What if Cave had uploaded himself to the Aperture Science computer himself? Perhaps with the aid of Rattman or Caroline herself? Remember Caroline's a smart girl and has some knowledge.

2. We dont know when they learnt they could put humans into machines, perhaps they were trying to keep it away from Caroline otherwise she would protest.

He died before they knew how to do it.

We know they learnt after Cave died, otherwise we would have Cave instead of GLaDOS.
I think it's Doug Rattman because: "It won't be enough." and help Chell telling to her about stuff, and menciong the GLaDOS as "Her"("Her name is Caroline. Remember that."), and Cave Johnson don't know about the morality core.

that could be possible, however doug most likely would have died in stasis before GLaDOS could discover him and put him into a turret

If they had such or even close technology at the moment of Cave's death, he wouldn't settle for being uploaded into something lesser than GLaDOS himself, and his testament's executors wouldn't have to force Caroline into the machine in the first place if they had his person's record as planned.

at the end of the portal 2 comic he puts himself into a short-term relaxation cell
Isn't there that one den in chapter 2 or something where you can still hear Doug rambling and making seemingly insensible noises? What if he got brain damage like chell in the relaxation cell? Also, the "last transmission" sound shows a companion cube on the moon.

I guess a more plausible theory is that the Oracle turret was programmed by Rattman to aid Chell, still, if it was Rattman's personality in the turret, we could assume he duplicated it to make multiple versions of himself in robotic form.
Would rattman have programmed the turret to shut down afterwards? I think your theory is good, but I want to make a change. You know how the turrets say stuff like "I don't blame you" or "But why?" Maybe the turrets know more than we think.
As Wheatley said: "It's all simulated of course, they don't actually feel anything" at the part where you have to destroy the neurotoxin generator.

What?
When you see the turrets falling into the crusher just before you Push the button and open the door, then use the lasers to cut the wires on the neurotoxin generator
