Is there any evidence she even had them at that time? I don't remember when she mentions them, but you don't see them until after Wheatley takes over.
Well, if I recall correctly Wheatley says something along the lines of "I found these two little robots back here", so they were in existence, at least, prior to when Wheatley took over. Whether they were in use is open to debate.
