Who is the animal king?

So there is a giant turret with leopard skin and a crown that the announcer talks about, can be seen in some of the elevator screen, and is the bass in the turret opera, but who is he? Did aperture science make him, is there anything I missed?

Because Aperture thought it would be a good idea to give it a leopard skin textured plastic casing.

Do you mean the promo video? I just meant in the singleplayer campain. Didn't know that was in the game.
