Report a translation problem
I tried to match several achievements' conditions specifically, but alas, no effect.

I didn't do anything for that, they just appeared one day.
Maybe you had internet connection problems? If the game can't connect properly to Steam, the achievements won't show. The moment you play and there is a good connection... bingo! Your achievements get registered all at once: that's assuming your saves keep a register of achievements you've popped.
I don't know how Dishonored handles Steam achievements. It may store achievements locally, or it may not. If it does, then that could explain your situation.
If it doesn't register them locally and you weren't connected to steam, you'd miss all the achievements while your internet wasn't connected to Steam.
The other way they won't register is playing offline. If you played offline at first and then went online, what you describe could also happen. Again, only if Dishonored has a register of Steam achievements that is local (in your save file or a separate file on your hard drive). When it next plays online, the achievements get updated.
If it would store achievements locally, I would get the starting ones when they suddenly appeared. Which I didn't and that's why now I have all "unmissable" story achievements, except the one with the vault in the middle of the story)
