It appears Hines is saying that there simply isn't an idea for another Dishonored game at the moment, and that there is no massive sales driving a need for an idea. In other words, if there is an idea, which Bethesda thinks is good, it will return. But for now, Arkane Studios is focusing on other things.
the plague is one of many consequences of an earlier adventurer. Imagine if they redid the steampunk/post-apocalyptic imagery and went pre-apocalyptic!
The creatures near the end were quite cool, I thought.. maybe indicitive of more creatures of void origin.

I agree with earlier comments that a prequel would permit this, should the lore allow it but does it? I think not.
We learned in DotO that the outsider was snatched as a kid and made into a god by the use of the void blade. His physical form is trapped in the void like a statue. He only appears in visions to give the mark or 'bless' someone with powers. that wouldn't make for a good game!
It's a shame that other games aren't likely. I think a game centred around earlier events would have been good, just to complete the story.
I totally loved the whole Dishonored series.
The way they ended this game clearly left scope for another game set after the events of DotO.
The state of Emily's power's are uncertain.
Daud is dead and his spirit went into oblivion.(Destroyed, considered a good thing in the Dishonored world since the alternative is what you see at the center of the void until you get get consumed by it.
Billy is probably done with all void related stuff.
The Outsider probably will try and live a normal life and the Cult of the Outsider will likely come back together and find a replacement. (Hopefully)
