Why does this game run poorly?
The game is awesome but the performance in some areas are awful, and while the visuals are mostly nice - they aren't up to par with your typical triple-A title nowadays.

I own a 1080 Ti OC, 4770k and 16gb ram, and even with a lowered dynamic resolution (from 4k) I still can't hold a stable 60 fps on ultra, sometimes it even drops into the 40's which causes judder. Lowering settings don't seem to scale well either, as the fps don't seem to be much different.

This game is a GOTY contender for me, hope they can improve the performance.

Try lowering the AO and shadow quality. They're usually the most performance hitting settings for most games.

AO happens to be one of the most important quality settings though (in any game), game will prob look really bad without it. I did try to lower shadows earlier but barely saw any difference.

So edgy. I'm still running a sli-680 system. Having a swell time with the game. Maybe refrain from being "that guy"; making the PC community look like a bunch of angry neckbeards.

probably needing some new drivers to come out and if the game is heavy on the cpu side yours could be falling behind a bit since the 4770k is getting on in the years. But of course the game just came out so only time will tell what your problem stems from.

Is my Intel Core i5 6500 @ 3.20GH too low for my CPU? Everything else I'm above recommended settings and I'm stuttering like a ♥♥♥♥♥♥♥♥♥♥♥♥.

Or you could try to update your drivers and do a clean install. I'v found this game to be crazy well optimized out of all the games I'v played recently and i'm using a 1080ti w/ 8700k.

My gpu is pegged at 90%+ usage almost all the time, so the cpu bottlenecking would in this case be quite minimal. Only during rare hitches and what not does it drop way under that.

I wouldn't mind the game running like this if it was pushing amazing graphics, but it's not - it's more like very early current-gen graphics imo.

I'm running an r9 290x, i7 4790k, 16gb ram on an SSD and it works fine for the most part on high settings. Only very rarely get a short moment of frame drops really.

Your CPU is old, you need more RAM. The GPU isn't the only thing that affects performance.

as I said before my gpu is mostly pegged at 90%+, which indicates almost no cpu bottleneck. This means that drops into the 40's make me gpu limited (and maybe also cpu limited, haven't checked the usages). Anyway, I shouldn't need to upgrade my GPU to run this game with these settings. This isn't a metro exodus or kingdom come deliverance.

Also, consoles run this game, which use a cpu a lot worse than mine.

16gb is enough ram for any game today.

You get stable 60fps in 4k ultra everything? With what - a 2080 ti? Because not even a 2080 Ti gets that, in the starter area it drops into the 50's and rarely into the high 40's. It's really poor optimization or maybe it's the engine. A 1200$ gpu shouldn't struggle like that with those visuals.

It seems to run really well with a 1080ti for me. But I'm in very early game, so can't really judge too well at this point. Anyway, in the starting area, I get 75-80 fps on max graphics settings at 3440x1440. I hear people talk about frame stutter, but I have a gsync monitor and so that might help.

I think you may suffer in the processor department I guess, tho I do have similar setup and I run it on ultra without any noticeable dips or anything, try playing with specific settings usually its just one or two things throwing fps off. Update drivers, reinstall if necessary.
Also, the outside is easily AAA quality, it looks stunning. But overall the package is AA, it should run smoothly on your setup imo.
