Now With that warning out of the way. The devs have said you can bypass the block with console. You need to type "debugdraw" and press enter. This should allow you to save the sub.
Specifically, I had under the alotted limit for shadow-casting lights- (52 or 53) -when the game suddenly bugged out a bit, and started to list FIVE TIMES that amount, with no indication that something went wrong, so... sorta soft-locked the sub now due to a bug. Bringing this up so, hopefully, the devs fix it. :/
The command helps for now anyhow. So, yey...
We're not too strict on the moderation concerning necroposts but your issue, even if highly similar, may have very little to do with OP's issue because an update modified shadow-casting lights a bunch of months ago. So next time I suggest you make a new thread instead to make browsing easier for both the developers and people looking for the same issues they might be experiencing.
Although I don't have a clear solution and don't know the cause of this particular issue ( it seems to be quite rare ), I suggest to regularly make save backups while building a sub just to make sure you don't lose progress to do a game issue or make mistakes while building it.
