Crew set to clean up items get stuck and don't clean

My crew I set to clean up always get stuck on the secure steel cabinet and just rag-doll backwards and forwards there. they do not clean anything, nor complete the task, meaning they don't do anything. What can I do about this to stop this from happening?

Update: the crew member (doctor) is able to pull one shotgun shell from the secure cabinet, without permission, but is unable to put it back in. This breaks the clean up items action, making it usuable.
