Cannot make Depleted Fuel

I completed a mission and got the Military Applications talent as Electrician and went to the next area. I can make the recipe on the manufacturer but clicking 'create' does nothing.

Do you have a fuel rod with 0-5% fuel remaining? I was able to craft them just fine.

hasn't worked yet, maybe I'll try another campaign

I think you need steel as well.

It was fixed, campaign was bugged and the game needed to be restarted.
I asked a friend to make it for me instead and they said that I had nothing in the fabricator while on my screen I had enough of everything to make depleted fuel.
