Your issue seem to be mod-related. Ask the mod devs.
What do you mean mod-related? My team and I don't have mods installed.
Welders and fuel tanks should definatly not be a problem. Its not maybe an old save?
Double check welders in a single mission with a vanilla sub.

Just maaaaybe you're putting in oxygen instead of welding fuel? Yup, this game allows you to replace one with the other on purpose so that you may mess up when in a hurry.
If he's done what I think he's done, the tuts won't help lol. He'll just have to take care he doesn't put in oxygen where he's supposed to load welding fuel and vice versa.
Hint: Put in welding fuel in an oxygen mask or diving suit and wear it. See what happens. ;)
Hey Flaming Pike, I'm familiar with how welding tools work, friends and I have been playing for about 10 hours. Specific welding tools simply do not work, while others do when I equip them. And yes, they have welding fuel tanks attached to them. The animation seems to be showing, but the actual repairs don't seem to be affected.
We know it should be working because the structures being affected by the welding tool are highlighted by a rectangle, but they just aren't being replenished no matter how long we try to weld the structure.
Maybe i can record a session and show you.
Are you using a custom sub? Mods? Which ones? Could be that the welding fuel tanks contained in the welding tools on that sub are configured incorrectly. It could also be a desync related issue, but I doubt that.
I've seen players mentioning this issue previously and what worked for them was that they switched out the welding fuel tank inside the tool and it started working.
Ahem NO I didn't put oxygen.
Unless if I put a single crafted one into the same stack as many bought ones, they get "contaminated" by the crafted buggy one, and then they won't work either.
