Still no idea how to "fix it"
I think something devs need to fix - since its a vanillia sub
The issue is the NPC getting stuck on the stairs because it tries to repair it but can't.
The player can repair the hatch just fine - but the NPC logic breaks when it tries to and forever gets stuck on the stairs the player repairs it and refuses to do anything else until it is repaired.
First thing I'd try is setting crew to ignore the ladder of the docking port. Then you could use remotely triggered fixfoam detonators or preset portable pumps to manage the flooding so long as the hatch isn't blown off completely. You should also not close the door to airlock so the airlock pump can assist with docking port flooding.
You could even rewire that water detector, either to disable the duct block completely or to prevent the duct from opening in case there's high pressure in the docking port compartment. And to take this even further, you could get the wire out of the "Condition" value pin of the docking hatch to any of the aforementioned systems (such as preventing fixfoam from being fired if the hatch is broken) or design a warning system of your own that lets you know if the docking hatch is completely broken.
