Report a translation problem
I don't know any mods that make this more difficult, but I understand why you would want one.
If a mission doesn't affect the opposing faction (like mining missions) it only gives positive rep for the desired faction.
If it does affect it (like arms delivery missions or taking down enemy submarines) then it does also decrease the opposing faction's rep.
Weapon Deliveries decrease little, destroying submarines more, etc.
It's all about the type of mission and getting further in campaign doesn't change it, it's just that Destroying Sub missions are not available earlier.
If you want to have a good rep with both sides, stick to generic missions like mining that don't give negative rep for opposing faction.
