And... i have no clue where my last +1 comes from, but i am captain, and i can make +3 quality rods, which is maximum.

setclientcharacter [player name] [character name]
It's basically like giving orders, and would make the captain role much more interesting.
So if your Security unlocks SMG ammo, you the captain (or whatever class you are) can craft it.
However, talents that say "you can craft 1 higher quality" don't apply to you.
You can also use the setclientcharacter command (which is not considered a cheat) to take control of the bot you want to get that benefit.
