Making a new save and just moving over the character.xml data and starting over with the mod fixed it, as there was military outposts at the borders and that fixed it.
If you're basegame, then I'm not sure, worse case you need to enable cheats. Also if you're just DE they did give me a workaround, but I haven't needed to use it since starting over.
I did offer some solutions but I'll repeat them again if OP doesn't want to use Cheats.
Have all players grab everything they can on their persons that you found was hard fought to acquire, and move any banked credits to your person. Then Save and Quit.
Create a new Save, force start with the sub you were using, hell you can also use the "extra cargo" feature to add any items you feel would get you back in order.
Save and Quit once this save is created.
Go to the saves location, Copy all the info from your character_data of your old save, and paste it into the character_data of the new save.
Rehost the new save and have everyone join.
This will keep your character progression, and all items the players had when the logged out last, Plus whatever extra items you may or maynot have enabled.
You will have to bum rush to the east, and hopefully you'll see the proper Military Barricades from DE, and get access to pass. and play without enabling cheats.
Regarding anyone who may stumble across this thread, it rather isn't.
Theyre only disabled for the session.
