Which is really annoying, Kestrel really requires more than 3 crew.
I am hoping that a more experienced Barotrauma player or even a developer can help you.

As last resort I would keep in mind that you could transfer your items via a save game editor. Worked well for me and my party when we were in a different situation where transferring items from one submarine to another would have been just a hassle.
There seem to be a bug like that at the moment.

I've also had this problem with Orca 2, but in other threads people said it's about all subs.
Same with me and my friends, cant switch subs if we only pressed purchase button.
We can only switch ships if we use the "purchase and switch" option at the sub store, meaning we cant go back to the other ships we own.
We can only switch ti new ships we dont yet own in the campaign
