Is is possible in game to fully refund talents via an in game mechanic or using a console cheat?

You can actually go to your game files in "AppData\Local\Daedalic Entertainment GmbH\Barotrauma/multiplayer" if you can find the appdata or daedalic entertainment folder, and modify your multiplayer save files.

Just find whichever save you want to modify, then open the XML document with the same name underneath the save, using notepad. Then hit ctrl and f, search your username, and look for the talents area, right underneath your skills. You can then delete the talents and even give yourself talent points if you scroll to the right of your name and look for "additionaltalentpoints". If you don't know where to find the game files for that simple go to the main menu, hit load game, and then show in folder. You're welcome.
