They just spawn not very often. Casual husks may spawn inside wrecks or beacons and finally inside allien ruins. Husk crawler may spawn as casual crawler and attack sub.

Finally for the husk main quest you can use calyx extract instead of raw eggs
So just keep moving right for a bit.
And you can also just buy it (colonies and research outposts).
Technically there's also the huskified storage container, but... that may take a while.

Husks are also more common in Beacon Stations and Wrecks now, due to the added variety.
The much more common way to get husk eggs is by killing husks you find in wrecks and beacon stations and looting their bodies for a chance to find their eggs. It's a lot less expensive than buying them, but the drop chance isn't that high and husks are rare so if you want to stockpile a lot of Calyxanide to cure husk infections then both buying and looting eggs is a good idea.
You don't need to sacrifice any of your own people
You have to kill and loot 'g' husked enemies that spawn (ship wreaks, abandoned outposts, husked crawlers(random spawn)) if you're farming eggs
These have all been mentioned before by others. Or you can buy them (rarely) at certain outposts (also mentioned by others)
Also I have no idea from OP/Thread Title that Jovian Radiation had any affect on what items show in game. It's a system to force you to progress through the campaign by essentially making an ever moving wall pushing you deeper.
