When does titanium start to spawn?
I am still in the cold caverns, and i have seen none so far, so i assume there is none here, the wiki has been of no help so far.

You should start seeing titanium deposits from the second biome onward, although in my current campaign I've only started seeing titanium ores in the third biome. So it depends on your luck.

I'm not sure if titanium has any restrictions on spawning, but I doubt it. Do note, however, that wrecks are very rare in the cold caverns, so you're unlikely to find any titanium.

As for minerals containing titanium, it seems the info on the wiki isn't just potentially outdated but actually outdated. No spawns in the cold caverns.

Are there any up to date sources of when certain minerals, locations and things like wrecks, alien ruins, etc start to spawn?

Your game's .xml files. Get yourself a program that can search in files, and open the game's "content"-folder with it.
Titanium sources seem to start spawning in the second biome.

You can steal diving suits, deconstruct them, and then deconstruct the titanium alloy to receive 1x titanium.

Decompose the thorium fuel rod into elements. It is inexpensive when there is an excellent reputation. I do this when I need titanium for production.

Yes. Buying the thorium rods is expensive. It is much cheaper to buy a planter and grow it yourself by planting salt vine seeds and breaking the fruit. ;)
