What are you needing to refill before it's 10%?
Some containers like ammo boxes and welding fuel or oxygen tanks can be filled up from another container. You get empty containers quicker this way.
Before a big fight, like when diving into the abyss or confronting an enemy submarine, i will take a full ammo crate and fill up the turret loaders with it.
Gets me loaded guns and an empty crate ready for refilling, without having to wait, or loaders that run out seconds into a firefight.
Of course this works best when you have the same weapon installed in turrets. I use Pulse Lasers in small turrets for example.

Also to your point, Cutting fuel. Like, more often than not i'd rather just recycle the cutting fuel when it's below 20% or 30% rather than wait for it to run out, or have to carry another one around for when it does.
Same with ammo. As long as it's the same type of ammo. Have the oxygen tank or welding tank in your inventory, or hold the ammo crate in your hand. Then drag n drop.
You may have a problem with fuel/O2 tanks of different quality. They are not always compatible so one will replace the other.
(Try to craft masterwork tanks because they last longer)
edit - if you're out on a dive mining minerals, you can also use the O2 tank in the Plasma Cutter to top up your diving suit oxygen tank.
About the oxygen tanks. If you drag n drop a tank onto a diving suit, it will replace the oxygen tank inside.
If you drag and drop a tank onto the other oxygen tank directly, it will fill it up. Even while you're wearing the suit.

I myself accidentally discovered this when trying to replace a half-empty ammo crate with a full one.
To my surprise, i discovered it can be refilled. Then i tried other containers :D
Most work. Ammo clips for example. But not batteries, which is normal.
