Barsuk and Dugong are both largly meant to be so bad you buy or make something better.
The only downside of the Barsuk is that it's just slow and the engine eats a majority of your fuel, the whole bottom coverage thing can be avoided if you make use of Decoy Charges or properly maneuver the sub around enemies.
Dugong isn't that bad, if anything it's rather balanced with both turret and interior layouts unlike most other submarines. It's only downside is lack of fabrication or storage capacity although the latter can be solved by storing materials in spare crates.
Barsuk is bad. It is intentionally made with deficits that one needs to alter using experience picked up from previous runs, mostly in the wiring department. It is more of a campaign starter for experienced players who can handle its issues.
both are meant to be upgraded from eventually.
Barsuk has better angles and better power but its paper thin hull and small size, its hard to keep rubber ducky up.
EDIT: They are ofc fine, them being bad is due largly to the parts that make them perfect for new players, I was just pointing out that you are meant to bounce off of them.
I haven't had problems with bots tossing suits into flooded spaces while the space is still flooded. Sounds like a weird order or an old bot mod might be messing with them. You definitely want to have a ton of extra diving suits laying around though. Not all of the bots will start running in time for the poorly placed suit lockers on vanilla subs.
