Watcher Canon
The watcher canonically does not want to cause harm to humans. It just wants to observe human activity while accidentally harming them. Now I feel bad!

That's why I don't kill Watchers, I just give them a little poke with a coilgun to get them to move on.

it does not mean to do harm. this is evidenced by a message in the loading screen

but it unintentionally probably buffs them because of gameplay reasons, i'm talking about the lore

Watchers are passive but inquisitive creatures: despite having no desire to attack the submarine or its crew, Watchers will still approach the ship to gaze at human activities. While the Watcher's passive behavior is a pleasant contrast to the other denizens of Europa, its effect upon the human mind with its deep gaze means you unfortunately have to deal with it in some manner, usually violence.

Not sure if Watcher is even "alive", it can be something robotic, like ruin guardians.
