How to edit values for electrical components?
Some components under the electrical tab can be interacted with during a submarine test drive, to input values. Can this be done in the submarine editor itself? If so, how? I can press "e" on reactors and storage to set them, but I can't seem to do anything with these.

As everyone said here, it's under the item properties, in one of the sections. I'm blind.

just click on them in the editor, a window will display their settings, in the case of storage containers, right click and select open.

doesn't seem to work for electrical components specifically (eg: memory component). I can do this with storage and other interactive items (displays,reactor, etc), but not electrical components.

All components should be customizable enough via the properties menu, which you open by clicking on them;
Batteries/supercapacitors should be also usable like in game, if you select them by clicking and after that press the use button.
You can also set their charge rate (if talking about batteries) via their properties

Hope it helps anyhow, if I got your issue right...
In the sub editor, there are 2 ways to edit the values in a component.
A: go into wiring mode and press E on it, and it'll pop up the interface you'd usually see ingame
B: click on them in the normal sub editor mode and scroll down on the right (the inspector) until you see the component's values you want to change
