It's to encourage players to use Body Armor instead of the Diving Suit cheese.
It stacks with your clothes and natural human resistances.
Makes sense as these are pressure suits, not wet suits. Diving in this game is well beyond what we do with simple scuba gear, and far more high tech than today's Atmospheric Diving Suits. 2000+ meters is very deep.
Game is soon only playable one way, crime doesnt pay anymore, fun isnt part of the game anymore... the last thing we got is overpowered ships, but im sure they will standarize engine power output eventually.
There has to be a some kind of a drawback or penalty in doing something, there shouldn't be something that is entirely a positive for the entire game as otherwise it can make game elements or items completely unused, driving you into a hoarder habit or being unable to play in any other playstyle than your cheese strat. The devs are just trying to make you use other types of items with these changes.
Stealing is useless anyway as you're supposed to get out of Biome 1 asap and spend your money on all resources you may need in the future, then the actual good content and higher-paying missions get unlocked in Biome 2. Alongside better loot in outposts.
As for Combat Diving Suits, they add survivability.
If you want speed, Clown Assistants run and swim hella fast.
Also, scooters.
