Both are fine. I personally find the Camel more beginner friendly even, with the multiple layers of hulls and convient ballast tanks.
And here I chose the Dugong as my first sub ever

I really wasn't sure tbh, I thought I messed up because the lack of a forward gun at start was kind of a hassle. Glad I got that chain gun before taking the Moloch mission. Still got wrecked tho...
Is it worth it to upgrade this sub or should I just wait for a tier 2?
The Dugong is quite small and easy to handle. Quite a great first choice to get yourself familiar with the game. By the time you are ready to switch, you should have enough money to get a better submarine.
The missing turrets is also an essential part of the game, to realise what your submarine can and cannot do. That goes further with submarines having bad turret angles later on.
