Afterwards you can use a variety of commands to give yourself skills, experience, items or money.
setskill [all/identifer] [max/level] [character name]
giveexperience [amount] [character name]

For multiplayer maybe there is some mods around that wont disable the steam achivements, but I cant really say if its possible.
Which still equals only to one actual "fun" perk and four trash fillers. So it doesnt really help.
Personally don't see the thrill of achievements outside of a neat footnote, but that only applies to the SESSION. If you restart the game/lobby after doing your commands cheat mode will be off and achievements will apply.
