When making your own mod you should only need to include your own custom graphics and xml files, your mod xml files will most likely still reference the vanilla xml and graphic files for items etc. There are numerous guides around, or feel free to take a look at my Version 14 Uniforms mod and use that as a base (be sure to change the xml files to distinguish it as your own mod). Note my mod doesn't change faces, hair, or things like that, only the uniforms; there are anime mods that change those things so look at one of those for how to change those things.
And when you talking about uniforms, are you talking about the Barotrauma/Content/Items/Jobgear folder?
I think so, yes. It's been a while since I did anything with it, I just presume the folders are the same as they were in Early Access.
Also, if you wanted others to see your uniforms / character skins and you are hosting a server, you can probably set something so that they will automatically download your character mod (I have never used mods when hosting, except for a custom sub). If you are joining someone else's server then I think the game might disable your mod in favour of the host's server mod list. You could still see your character skins if you just replace the default PNG file(s) with your custom ones, e.g. for one particular class, but keep the originals somewhere safe; only you would see these skins.
